Consultancy for the Development of a Humanitarian Assistance Consortium Project Application for Submission to the German Federal Foreign Office (subject to approval)
- Background and Context
SOS Children's Villages Worldwide (SOS Kinderdörfer Weltweit) is an independent, non-denominational children's rights organisation. Since 1963, the association, with its headquarters in Munich and offices in Berlin and Düsseldorf, has been supporting the global projects of SOS Children's Villages. 200 employees are committed to the vision of ‘A loving home for every child’. With almost 3,000 programmes in over 130 countries, the organisation offers help to children, young people and families in need through programmes including education, medical care and family strengthening. The focus is on strengthening families, sustainability, children's rights and cultural sensitivity.
For the envisaged consortium project involving three international NGOs and their local counterparts in Ethiopia, SOS Children's Villages Worldwide (as consortium lead) is seeking a qualified consultant to support the development of a full project proposal for submission to the German Federal Foreign Office (GFFO).This proposal will build upon the approved Concept Note for the project “Joining Forces for Integrated Multisectoral Humanitarian Assistance for Sudanese Refugees, Returnees and Host Communities in Ethiopia”.
The initiative aims to improve the situation of refugees, returnees, and vulnerable host communities in consortium locations by improving access to integrated, inclusive lifesaving services, reducing protection risks and negative coping strategies and improving health and nutrition outcomes. The total budget is 4.300.000 €, with a planned project duration from Sept. 2026 until August 2028.
- Objective of the Consultancy
The consultant’s main objective is to develop a full proposal (narrative and budget), including annexes, that meets GFFO requirements and aligns with the organisation’s strategic priorities and technical standards.
- Scope of Work
- Review the approved Concept Note, the intervention logic, and any GFFO feedback. Adapt as necessary, in consultation with consortium partners.
- Harmonisation of content-related contributions from the consortium partners.
- Supporting clarification of roles and coordination mechanisms between the partners.
- Draft the full proposal narrative, budget, and all required annexes (e.g., Work Plan, Logical Framework).
- Regularly engage with the SOS Children’s Villages Worldwide Headquarters (HQ) team, German Consortium Partners and country teams (three partners).
- Ensure the proposal’s coherence, strategic alignment, technical quality, and compliance with GFFO and internal guidelines.
- Facilitate a final review workshop with the local and German project partners; make final proposal adaptions based on feedback.
- Conduct a final quality and administrative review before submission.
- Expected Deliverables
- Full narrative proposal (in English), meeting GFFO standards.
- Logical Framework (in English), meeting GFFO standards.
- All required annexes, including detailed work plan and budget.
- Finalised proposal package ready for submission to GFFO.
- Consultant Profile
The consultant must demonstrate:
- Proven knowledge of GFFO guidelines and procedures.
- Previous success in GFFO proposal development (strongly preferred).
- Experience working in Sub-Saharan-Africa, ideally in Ethiopia and / or Sudan
- Professional expertise in the development, editing, and evaluation of humanitarian projects/programmes in protection, MHPSS, Health, Nutrition, Food Security, WASH and inclusive humanitarian action.
- Experience with consortium-based humanitarian programme development is an asset.
- Knowledge of disability rights and inclusion.
- Fluency in English; German is an asset.

- Start Date: depending on date of donor invitation: Most likely Mid-/End of April
- End Date: Mid-/End of May
- The consultant is to propose a detailed work plan and timeline in their application
Please note that this consultancy is dependent on the invitation for a full proposal by the GFFO. Exact start and end date of the consultancy will depend on the approval date of the GFFO. The total foreseen days of this consultancy will be between 11 and 15 full working days.
- Management and Coordination
- The consultant will report to the Humanitarian Programme Advisor at SOS Children's Villages worldwide
- The consultant will work closely with the counterpart responsible for institutional donor applications in the SOS Children's Villages Ethiopia office, as well as with the consortium members in Germany and Ethiopia in order to streamline and consolidate programme inputs and budgets.
